You can just watch your notoriety with the red bars around the mini-map I found it easiest to try and keep it in the 3rd to last segment or lower. It keeps you clear of tanks and the large sphere robots and portals will open up on the roofs with ordinary zin, plus hover bikers fly in for headshots with the disintegrator. The best way I found to do this after already completing the game is to kill some civilians or police until zin start spawning then head to the rooftops.
